Dani Rodrik's pessimism on democracy: let the debate begin!

Dani has been dropping tantalizing hints about his forthcoming book. One of his arguments, as judging by the preview in his column on the Greek crisis, is the political trilemma: Democracy, globalization, the nation state are not mutually compatible, you can only pick 2 out of 3.

I look forward to the book for the detailed logic and evidence. Of course, skepticism is allowed already, since Dani's already put it out there and since the burden of proof is on the proponent of a new hypothesis. So far I have 2 big reasons for skepticism:

(1) exaggerating the constraints of globalization.

Dani has a much more respectable version of this than Tom Friedman's ridiculous "golden strait jacket," but the reason for doubt are the same: we do observe a lot of diversity of policies in the rich globalized economies, and they became rich all the same.

(2) over-predicting the demise of either democracy or good economics

There's a long history of arguments about why democracy is incompatible with good economics that benefits everyone. Either the masses will vote to expropriate the capitalists, or the capitalists will use their wealth to buy votes to get power to exploit the masses. Neither happened in capitalist democracies (maybe the two threats cancel each other out).

So I am skeptical about the Rodrik Trilemma, but maybe the book will provide some convincing arguments. Can't wait!

Attention Chinese government, be sure to censor this

Great article in NYT Book Review by Emily Parker on the Chinese government successfully inhibiting academic freedom and freedom of speech in the West.

The Chinese-Canadian writer Denise Chong’s ...  {2009} book, “Egg on Mao,” ... tells the true story of Lu Decheng, who threw paint-filled eggs at Mao’s portrait in Tiananmen Square during the 1989 protests.  ... A Canadian nonprofit economic development group that had invited her to appear at a fund-raiser began playing down its association with her book once learning of the title, Chong said. ...

The United States Library of Congress declined an invitation to hold an event with Chong, suggested by the Canadian Embassy. In a recent telephone interview, a library employee involved in the discussions acknowledged that the political sensitivity of the book was one factor in the decision, along with the library’s relationship with the National Library of China.

{Princeton China scholar Perry} Link ...has been repeatedly denied a visa to China since the mid-’90s, apparently for helping the Chinese dissident Fang Lizhi seek refuge in the American Embassy during the 1989 protests.  Link’s predicament casts a long shadow over other China watchers. “Three or four times a month I get questions from students: How can I avoid getting on a blacklist like you?” Link said. He adds that he’s seen doctoral students avoid writing about democracy in China out of fear of the blacklist.

This reminds me of the heavy-handed pressure by the Chinese government on the World Bank during my days there (which has probably escalated in the 9 years since). As just one example, if I did an academic paper putting the name "Taiwan" in some obscure table of econometric results, I would be required to say instead "Taiwan Province of China." (I usually ignored this requirement, a small step towards that upward trajectory out of the World Bank.)

More recently, the Chinese government has reportedly exerted pressure limiting the practical use of the World Bank Institute's Governance Indicators, which measure democracy as one of their six indicators (with the Chinese of course scoring very poorly, they don't look so good on corruption either). Perhaps this accounts for the contortions on the web site for the Governance Indicators:

{They are} one of the most comprehensive cross-country sets of governance indicators currently available....

"the Worldwide Governance Indicators show that governance and corruption can be robustly measured and the lessons drawn can in fact be put to subsequent use by reformist governments, the development community, civil society and the media" said John Githongo,

...{they} are not used by the World Bank Group to allocate resources {aid}.

While the World Bank has at the same time been making the case for over a decade that:

Aid is less effective in a weak governance environment.

So Chinese government, what ARE we allowed to talk about? Well, the official World Bank blog does have good coverage of  a Chinese dung beetle named after a World Bank staffer.

We have met the enemy and he is powerpoint: NYT on the military

The New York Times had a front pager today on a story that this blog (twice: Dec 22, 2009 and Dec 12, 2009 ) and other blogs has been all over for months -- the use of nonsensical Powerpoint slides to guide the US military in Afghanistan. The NYT reproduced the infamous Afghan nation-building spaghetti chart over most of the front page:

“PowerPoint makes us stupid,” Gen. James N. Mattis of the Marine Corps, the Joint Forces commander, said this month at a military conference in North Carolina. (He spoke without PowerPoint.) Brig. Gen. H. R. McMaster, who banned PowerPoint presentations when he led the successful effort to secure the northern Iraqi city of Tal Afar in 2005, followed up at the same conference by likening PowerPoint to an internal threat.

“It’s dangerous because it can create the illusion of understanding and the illusion of control,” General McMaster said in a telephone interview afterward. “Some problems in the world are not bullet-izable.”

It gets worse:

Last year when a military Web site, Company Command, asked an Army platoon leader in Iraq, Lt. Sam Nuxoll, how he spent most of his time, he responded, “Making PowerPoint slides.” When pressed, he said he was serious.

...it ties up junior officers — referred to as PowerPoint Rangers — in the daily preparation of slides, be it for a Joint Staff meeting in Washington or for a platoon leader’s pre-mission combat briefing in a remote pocket of Afghanistan.

What's bizarre about this is that there are so many high-ranking military critics and yet war-by-Powerpoint continues. This blog's criticism got a friendly response from high-ranking military also. Yet none of this was enough to stop a practice that would get the military held up to ridicule today in the New York Times.

Indulging in sheer speculation here, is it because Powerpoint is indispensable to make  the military's assigned task appear feasible when it is inherently infeasible  -- to achieve development, democracy, and peace by military means?

Wax and Gold: Meles Zenawi’s Double Dealings with Aid Donors

Helen Epstein, author of The Invisible Cure: Why We Are Losing The Fight Against AIDS in Africa, has a stunning piece on aid to Ethiopia published in this month’s New York Review of Books. Epstein argues that the main cause of fertile southern Ethiopia’s chronic food shortages—the so-called “green famine” —is Ethiopia’s toxic and repressive political system, presided over since 1991 by Meles Zenawi. While Meles placates donors and Western governments with speeches about fighting poverty and terrorism, he has committed gross human rights violations at home, rigged elections, killed political opponents, and imprisoned journalists and human rights activists. Epstein on Meles' doublespeak:

There is a type of Ethiopian poetry known as “Wax and Gold” because it has two meanings: a superficial “wax” meaning, and a hidden “golden” one. During the 1960s, the anthropologist Donald Levine described how the popularity of “Wax and Gold” poetry provided insights into some of the northern Ethiopian societies from which Prime Minister Meles would later emerge…. “Wax and Gold”–style communication might give Ethiopians like Meles an advantage in dealing with Westerners, especially when the Westerners were aid officials offering vast sums of money to follow a course of development based on liberal democracy and human rights, with which they disagree.

Several Western donors responded to Meles’ more blatant repression by channeling aid directly to local authorities, cutting out the central government. We have argued before that this strategy doesn't work when there is evidence—which Epstein provides more of—that local government officials are instrumental in election-fixing and using aid to award political supporters and punish dissidents. Now, donors can no longer even support Ethiopian civil society to oppose these human rights violations, since Meles' government recently passed a law that makes it illegal for civil society organizations to accept foreign funds.

Epstein concludes powerfully:

In 2007, Meles called for an “Ethiopian renaissance” to bring the country out of medieval poverty, but the Renaissance he’s thinking of seems very different from ours. The Western Renaissance was partly fostered by the openness to new ideas created by improved transport and trade networks, mail services, printing technology, and communications—precisely those things Meles is attempting to restrict and control.

The Western Renaissance helped to democratize “the word” so that all of us could speak of our own individual struggles, and this added new meaning and urgency to the alleviation of the suffering of others. The problem with foreign aid in Ethiopia is that both the Ethiopian government and its donors see the people of this country not as individuals with distinct needs, talents, and rights but as an undifferentiated mass, to be mobilized, decentralized, vaccinated, given primary education and pit latrines, and freed from the legacy of feudalism, imperialism, and backwardness. It is this rigid focus on the “backward masses,” rather than the unique human person, that typically justifies appalling cruelty in the name of social progress.

Dani Rodrik's unexpected personal insight into the Turkish political crisis

Certainly one would expect Dani Rodrik on his blog to have some inside knowledge on the confusing "military coup plot" trials in Turkey -- who are the good guys and who are the bad guys? But he has even more inside knowledge than you think: as he reveals in Foreign Policy, one of the generals arrested is his father-in-law.

Condolences to Dani and his family, and here's hoping justice and democracy prevail.

Worst in Aid: The Grand Prize

Hillary Clinton recently declared: “We are working to elevate development and integrate it more closely with defense and diplomacy in the field…The three Ds must be mutually reinforcing.” Clinton says that the 3D approach will elevate development to the level of diplomacy and defense. Unfortunately, it could instead lower development further to an instrument employed to achieve military or political priorities. Clinton foresaw these objections: “There is a concern that integrating development means diluting it or politicizing it – giving up our long-term development goals to achieve short-term objectives.” She said reassuringly, “[t]hat is not what we mean, nor what we will do.”

But it’s too late. Sacrificing long term development aims for short term military and diplomatic objectives is what the US already does, and the 3Ds is making it worse. That’s why the Grand Prize for the Worst in Aid goes to…the 3D approach, nominated by an anonymous reader.

References to the "3D approach,"… have become so pervasive in foreign policy, development, and national security circles that they have taken on the status of self-evident, common wisdom. - J. Brian Atwood, former USAID administrator, February 2010

The frequent contradiction between defense and development is the most obvious instance of 3D dissonance. A coalition of eight NGOs in Afghanistan lamented that “[d]evelopment projects implemented with military money or through military-dominated structres aim to achieve fast results but are often poorly executed, inappropriate, and do not have sufficient community involvement to make them sustainable.” Nonetheless, increasing amounts of aid get channeled through the military, “while efforts to address the underlying causes of poverty and repair the destruction wrought by three decades of conflict and disorder are being sidelined.”

An Oxfam case study on programs to reform the security sector in “frontline” states like Iraq illustrated another way in which narrow military goals (to train and equip soldiers and police) are not entirely compatible with development goals. The report found that an increasing reliance on military contractors rather than civilians “has strongly reinforced the focus on operational capacity over accountability to civilian authority and respect for human rights.”

In the battle of the Ds, enervated development loses to pumped-up defense, and not just in Afghanistan and Iraq. The trend goes two ways: USAID is compelled to spend more and more of its budget on states that are strategically and militarily important (The 2011 foreign aid budget allocates 20 percent of State and USAID money for “securing frontline states.”) A development priority like India (with a huge chunk of the world’s poor) loses out. At the same time, a growing proportion of what the US calls Official Development Assistance flows through the Pentagon rather than USAID.

Frequent readers of the blog will already be familiar with our final example. On Christmas Eve in Madagascar, President Obama bowed to the exigencies of diplomacy when he punished the nondemocratic government of Madagascar by taking away trade access to U.S. markets. But this same action was disastrous for development.  Already, tens of thousands of jobs created textile exports to the United States under the African Growth and Opportunity Act (AGOA) have been lost. Factories are closing, increased competition among street workers is pushing down wages, and the effects are spilling over into neighboring countries that made inputs to Madagascar’s factories. Any claim that the Madagascar AGOA delisting was part of a high-return Diplomatic initiative to promote Democracy became a wee bit more tenuous when we saw Angola, Cameroon, and Ethiopia named on Christmas Eve as still eligible for AGOA.

[We could go on -- This week brought another collision of development and defense/diplomatic goals in Somalia.]

The lie that underlies the 3D framework is that development, diplomacy, and defense are complementary (or totally “mutually reinforcing”); that there are no difficult choices to be made. Alas, politicians are fond of denying the existence of tradeoffs (we are not trying to pick on Hillary in particular; many politicians are guilty of this).

The only 3D strategy that makes sense for development is one that acknowledges the frequent conflicts between these three very different goals as natural outcomes of their different agendas.  Then we can hold our politicians accountable when they sacrifice Development big-time to achieve small-time (or sometimes illusory) Diplomatic or Defense goals.

Lincoln’s Birthday Valentine’s Day Declaration: I ♥ Democracy

Democracy doesn’t attract as much love as it deserves in aid and development circles. Many wonder if benevolent autocrats might be better for development than messy elections, even though there is no evidence to support benevolent autocracy. There is a strong positive association between democracy and LEVEL of per capita income, which at least some authors argue is causal. (It’s true there is no robust association between democracy and GROWTH of income, but then there is no robust association between GROWTH and ANYTHING.) But even if there had been SOME material payoff to autocracy, why don’t we care more about democracy as a good thing in itself?

Many just can’t get that excited about majority voting. But the MECHANICS of democracy (majority voting among many others) are not the essence of democracy, which is about VALUES. The latter we care a lot more about than the former. The donors who try to promote democracy are unfortunately obsessive about the mechanics and silent on the values.

Lincoln’s Birthday was February 12, so this is a good excuse to use the Emancipator to clear things up:

As I would not be a slave, so I would not be a master. This expresses my idea of democracy. Whatever differs from this, to the extent of the difference, is no democracy.

The brilliance of this definition is how it also includes equality. No group is so second-class that we can deprive them of their rights without opening the door to deprivation of our own rights. Slavery is an extreme that can be generalized to all forms of oppression by arbitrary self-appointed authorities, which then leads to guaranteeing all individual rights.

I think I care about slavery -- and my risk of being enslaved -- a lot more than I care about whether elections are winner-take-all or proportional representation.

These soaring ideals had very practical consequences. The brilliant work of economic historian Joel Mokyr links the Industrial Revolution to changes in ideas and ideologies. Putting my own spin on Mokyr, the idea of individual freedom from arbitrary authority transformed many fields besides politics, opening them up to many more independent participants:

Scientific democracy: ANYONE, no matter how junior, can overturn wisdom of anyone, no matter how senior, using scientific method.

Technological democracy: ANYONE, any junior innovator, can overturn incumbent elites with something new that just “works.”

Social democracy: ANYONE can be a social reformer, as long as they persuade their fellow ANYONES of a social evil.

So the freedom of the individual as a VALUE was far more consequential than any specific MECHANICS on how this idea was implemented -- like the endless obsession with electoral rules.

Drawing on Aid Watch’s endless and increasingly farfetched supply of metaphors, here’s another timely example of mechanics vs. values:

Perhaps some Valentine’s Day Development Bureaucracy worked on the mechanics, say a Hypothalamus Transmission Stimulation Program, featuring “results indicators” like heartbeat speed. But I think most Valentine’s Day celebrations stressed the value rather than the mechanics.

An oil purse is a curse, of course?

This post is by Adam Martin, a post-doctoral fellow at DRI. In development economics everyone knows that natural resources are a curse. A well-known study by Sachs and Warner found a negative correlation between resource abundance and growth rates, while subsequent studies have shown a negative relationship with democracy.

The Curse enjoys wide appeal. Aid skeptics like that it implicates oppressive domestic government and nationalized industries. Aid supporters are drawn to its emphasis on geography (destiny!) and the indictment of global markets. And on the popular level, no one makes a better villain than oil companies. But popularity doesn't stop the story from being hot, flat, and wrong.

New research argues that empirical work on the Curse suffers from two interrelated problems. First, it uses dependence (the share of GDP from that resource) and calls it abundance (the stock of a resource in the ground). But dependence in turn depends on institutional quality—if you have sound institutions, natural resources take their place along other industries. If not, natural resources will by default constitute a large share of GDP because poor institutions stifle an advanced division of labor. When you look at cross-sectional data using dependence as a proxy for abundance, it will look like natural resources compromise institutional quality.

That reliance on cross-sectional data is the second major problem. The Curse story does not claim that Nigeria is Britain plus oil, but rather that Nigeria is less democratic than Nigeria would be in the absence of oil. One way to get around this problem is to test whether oil makes country X less democratic using panel data with fixed country effects. That’s fancy econometric speak for taking into account other factors that might make country X more or less democratic—its history, institutions, culture, etc. Fixed effects also allow testing a corollary of the Curse known as the "First Law of Petropolitics": as oil prices go up, oil-rich autocrats crack down on democracy even more.

Digging into the recent research:

  • Christa Brunnschweiler and Erwin Bulte tackle the first problem. They find a positive correlation between resource abundance and both growth and institutional quality, and argue that it is conflict and poor institutional quality that lead to dependence.
  • Stephen Haber and Victor Menaldo offer a great review of the second problem. They present evidence that even natural resource dependence does not undermine democratization.
  • Romain Wacziarg corrects for both problems, testing for the effects of high oil prices on democracy using panel data. Again, there is no evidence for the Curse.

These studies argue that, while the Curse is plausible, domestic institutions are simply too persistent for it to matter much. Will belief in the Curse likewise prove too persistent in the face of new and better evidence?

Democracy and development look different from inside a jail cell

One of my most inspirational experiences lately was to meet with an African democratic opposition leader whom I had long admired from afar. He earned his credentials the hard way -- he spent years in jail under the dictatorial government of his country.

While in jail, he read the foreword to one extremely popular book on The End of Poverty. The author thanked the dictator who had jailed the opposition leader for the dictator's "help and guidance" on the book, naming this same autocrat as one of "Africa's new generation of democratic leaders."

He also was not a big fan of statistical regressions that tell poor people when they are allowed to have democratic rights. He can't understand why there's a double standard: real democracy for rich countries, yet doubts about whether poor societies deserve to be free. Not to mention active support of aid organizations for authoritarian leaders. One aid organization gave their representative an award for creative financing of this same dictator while this opposition leader was in jail.

He knew that I am  in favor of democracy for poor nations, and he encouraged me to do better at making that case, partly on idealistic grounds and partly on pragmatic ones. I feel like I have let him down by not making more progress on this longstanding debate.

I am keeping the country and opposition leader unspecified, for fear of further harassment of this courageous activist by his country's "new generation of democratic leader."

Coincidentally, I read today a superb article by Carl Schramm on democracy and capitalism in the Fall 2009 Claremont Review of Books (alas the article itself is not available online). Among other things, Schramm takes down Thomas Friedman for his book "Hot, Flat, and Crowded."  Schramm says:

This is what happens in free market democracies, Friedman tells us -- an unacceptable mess ensues when there are no expert overseers to direct our affairs.

According to Schramm, Friedman's ideal system seems to be if

intellectual elites could rule us in a benign autocracy. And it likely would be benign, because intellectuals are ... so nice.

You can keep all your experts, I'll take one real democratic opposition leader anyday.

(3)   For the growing number of African intellectuals and activists standing up to the aid agencies and campaigning for democracy and self-determination for Africans

(4)   For “the poor” themselves, who ignore labels such as “the poor,” and in this generation, have already achieved the greatest escape from poverty in human history

Levi’s urges youth to conquer Native Americans again

levisgoforth_body_lead_wideLevi’s has a new ad campaign that suggests American liberty is still a work in progress. One of its new videos has a voiceover reciting the Walt Whitman poem “O Pioneers” with youths dancing around a fire wearing Levi’s. [Watch video here: Levi\'s Commercial.] The recitation includes lines like

get your weapons ready;  Have you your pistols? … We, the youthful sinewy races, all the rest on us depend… Fresh and strong the world we seize

Against whom are our weapons supposed to be used? Whose world are we seizing? Any 3rd grader could tell you:  Whitman is referring to the war against Native Americans by westward-bound settlers and the US army.

Does Levi’s want to celebrate that? Well, try to see it from Levi’s point of view: their company wouldn’t even exist if we hadn’t wiped out the Indians.

OK, trying to be a little more serious, Levi’s running this ad shows how we still don’t take seriously enough our Euro-American historical crimes. I know many people are tired of this topic. This is also a constant bone of contention between the Left and the Right, with the Right blaming the Left for apologizing too much and overlooking the great accomplishments of Western Civilization, like Individual Rights.

There is a middle ground: those of us of Euro-American heritage would be a lot more convincing on Individual Rights by acknowledging that we have had as much trouble applying them as anybody else. We were pioneers in applying them to our own ethnic group, but we kept handing out free passes to kill other people's rights.

So no more holier-than-thou preaching about individual rights. At least, we have made progress on eroding some Double Standards: Jew and Gentile, White and Black, Man and Woman. Probably the worst Double Standard left is between rich and poor societies – we believe in Democracy in the former but not in the latter.  So let’s acknowledge how hard it has been, but keep striving for Liberty for All.

USTR Replies to Our Campaign to Save Madagascar Jobs

After sending an email to Constance Hamilton, Deputy Assistant U.S. Trade Representative for Africa, we received the following email in response: Thank you, Mr. Easterly, for your email. We of course, want to have as many sub-Saharan African countries as possible be eligible for AGOA benefits. We are working with all the countries, including Madagascar -- to encourage their governments to abide by the AGOA eligibility criteria, particularly rule of law. There has been some recent progress amongst the Malagasy actors involved which gives us some hope. But at the end of the day, an unstable political environment, no regard for rule of law, etc. will undermine Madagascar's future, ongoing investment, and the lives of its people more than any one preference program or initiative. We hope that it is their understanding of that point that will keep them moving forward with restoring democracy and rule of law in Madagascar.

Misunderstanding Randomness

In next week's New York Review of Books, Korean development economist Ha-Joon Chang responds to a review of his new book, Bad Samaritans: The Myth of Free Trade and the Secret History of Capitalism. Chang defends his argument that the majority of rich nations today benefited from infant industry protection, and stands by his analysis that developing countries under an interventionist regime grew faster than those with neoliberal policies, looking at the period from 1980 to 2000. Pointing  to Switzerland, which didn't give women the vote until 1971, he disputes his reviewer's argument that representative democracy was a key to the economic development of Western countries. Chang concludes:

Mr. Easterly says that economic growth does not come from "experts" like me but entrepreneurs, like Ju-Yung Chung, the legendary founder of Hyundai. He conveniently omits the details that prove my point: before it succeeded in the world market, Chung's auto venture was supported by decades of import bans, export subsidies, and tariff protection.

For  Easterly, these salvos only strengthen his original argument that Chang finds "spurious patterns in partially random economic outcomes." Chang's rebuttals on infant industry protection and growth rates under neoliberal vs. interventionist regimes are further examples of  "selective use of evidence (confirmation bias) and excessive reliance on too little data."

Easterly continues:

Chang misses the point on how the evidence for any one good thing—like representative democracy—is only reliable in the very long run (lots of data) and cannot be confirmed or rejected with only a few examples (too little data). So he refutes my case for democracy with lots of data—by reliance on too little data (whether women in one country—Switzerland—could vote after 1971? Of course this is not trivial from a moral standpoint, but its weight as evidence is minuscule). The now-rich countries have been more democratic than the rest of the world on average in the long run and have been steadily increasing in democracy.

Mlodinow's book [The Drunkard's Walk, reviewed in the same article] warned that our brains are so hard-wired to misunderstand randomness that we make the same mistakes even after somebody points out the mistakes. I have been guilty of this myself in my own career, and unfortunately Chang now does the same with this letter.

Burundi-based aid worker pushes back further on Burundi stereotype

Dear Professor Easterly, A former colleague from Wellesley forwarded me your WSJ review of Tracy Kidder's Strength in What Remains.

I live in rural Burundi, and wanted to thank you for challenging the apparent depiction of this beautiful and complex nation as "a place of unrelieved poverty, violence, disease and human degradation." Burundi is certainly very poor, and I am working with the landless Batwa, by far the poorest of the poor. But I am more struck by affirmations of human dignity than I am by human degradation, and I live quite safely here as a single woman. Public health in Burundi is what one might expect in a nation still emerging from a long civil war, but even in healthcare, there are bright spots; e.g., a well-functioning national tuberculosis plan. As it happens, I was at the Village Healthworks clinic in Kigutu on Thursday for the funeral of Déo's father (I know one of his brothers), and was impressed with its facilities and programs.

I was struck by your question about whether anyone would ever write a book about the Ghanaian economist who uses his well-earned success in the west to contribute to a peaceful democracy at home. Will anyone ever write a book about Déo's classmate Jeanne-Odette Niyongere, who completed advanced training in France and is now a gynecologist on the Faculty of Medicine at the University of Burundi and married to an economist in the Ministry of Finance, with whom she is raising four children in a comfortable home in Bujumbura? Or about my Mutwa colleague Béatrice Munezero, who during the civil war founded a school for Batwa and other children at risk that has now reached the 8th Grade?

You refer to Déo's escape from the Hutu slaughter of Tutsis during the genocidal year of 1994. This gives the impression that Burundi's situation was much the same as Rwanda's at that time. Burundi and Rwanda are aptly described as "faux jumeaux" -- fraternal rather than identical twins in a strict translation of the phrase, but also siblings whose comparison tends to play one or the other false. Burundian Hutus did rise up and slaughter Tutsis in late 2003 after the assassination of the first democratically elected president, Melchior Ndadaye. Ndadaye, who was also the first Hutu president, was apparently tortured to death by members of the Tutsi-dominated army. This was the same army that in 1993 killed 300,000 Hutus in response to a suspected plan to topple the Tutsi-controlled government. Once it secured Bujumbura in late 1993, the army moved into Burundi's interior, where the killings of Tutsis had started, and began the indiscrimate slaughter of Hutus. One of my colleagues described late 1993 to me as follows: "When President Ndadaye was murdered, Hutus began killing Tutsis with clubs and machetes. A few weeks later, the army arrived with machine guns and grenades and began hunting men like beasts."

All this is to say that the situation in Burundi was and is very complex, and that Burundians know this and are free to talk about it. You may also be aware of this. I am grateful to Tracy Kidder for having written a book to put Burundi on the map for westerners, and to you for having so thoughtfully reviewed it. In the forest of books on Rwanda (of which there seems to be at least one for each of the thousand hills that usually figure in their titles), it's good to hear of a Burundian tree.

Hillary illustrates perils of fuzzy human rights concepts

Hillary-wsj.gif There is an interview with Hillary Clinton in today’s Wall Street Journal. Matthew Kaminski of the Journal asked her:

Why push human rights and democracy so hard in Africa, and not in Russia or China? Some see a double standard.

Excellent question! Hillary answers:

First I think it is important to stress that human rights remain a central driving force of our foreign policy. But I also think that it's important to look at human rights more broadly than it has been defined. Human rights are also the right to a good job and shelter over your head and a chance to send your kids to school and get health care when your wife is pregnant. It's a much broader agenda. Too often it has gotten narrowed to our detriment.

Uh oh. Is Hillary saying:

Don’t emphasize so much the traditional human rights where you can actually hold someone like Chinese and Russian rulers accountable – like the right for dissidents not to be tortured, jailed, and killed –

Because we are going to add fuzzy human rights where you can’t hold anyone accountable—rights to jobs, shelter, education, health?

Rights to basic needs have enormous moral appeal, but do they work? Progress on the first kind of human rights has happened because you could hold somebody accountable, while there is little evidence that second kind of human rights has pragmatically contributed anything to better employment, shelter, education and health (as this blog previously argued). So shifting emphasis from the first to the second slows down progress on the first, while doing little on the second.

And if the second acts as an excuse to not speak out on the first kind of traditional human rights,as Hillary seems to say...NOT good.

Africans already got the idea: “Africa does not need strong men, it needs strong institutions”

A reaction to President Obama’s speech in Ghana by Leonard Wantchekon, NYU Professor of Politics Overall, I like the theme of the President Obama’s speech in Ghana. Africans must own their future by strengthening democratic institutions and the rule of law in their countries, and by becoming less reliant on assistance. I also like the idea of a real partnership between Africa and other developed countries based on trade. It is very much in line with what most of us would think. He said:

America can also do more to promote trade and investment. Wealthy nations must open our doors to goods and services from Africa in a meaningful way.

As Africans reach for this promise, America will be more responsible in extending our hand. By cutting costs that go to Western consultants and administration, we want to put more resources in the hands of those who need it, while training people to do more for themselves.

What I find a bit questionable is this:

Africa is not the crude caricature of a continent at perpetual war. But if we are honest, for far too many Africans, conflict is a part of life, as constant as the sun ... These conflicts are a millstone around Africa's neck.

My sense is that in saying this he has helped to perpetuate, perhaps unwittingly, the very caricature that he questions. Conflict is NOT as constant as the sun in Africa. While this may have been the reality of the 1970s and the 1980s, it is certainly no longer the case. He forgot to add that many of these conflicts were proxy wars between the US and the former Soviet Union (such as that in Angola), or were manufactured by France (such as that in Congo Brazzaville).

The average African country is at peace. Moreover, it is a democracy, albeit one with relatively weak state capacity, such as Liberia, and Mali. Zimbabwe is the exception, not the rule. And even in Zimbabwe, where there is 90% unemployment, incredible hardships and repression, most people want democracy, not another war.

Freedom, especially freedom of the press, has also drastically improved in the majority of African countries, to the point where Reporters Without Borders have ranked several African nations above developed countries such as Italy and Japan.

Of course, democracy is—as Obama put it—“more than holding elections - it's also about what happens between them”: good governance, human rights, etc. But I see no path to good governance, human rights, and even conflict resolution in Africa unless elections are held regularly. In addition, elections are intrinsically valuable, beyond their potential effect on governance. I am sure Nelson Mandela would agree with that. In fact, various Afrobarometer surveys from 1999 to 2009 suggest that nearly 70% define democracy purely in terms of political rights, not in terms of governance. Perhaps surprisingly, there is no significant difference between rural and urban citizens, or between more educated and less educated citizens.

In terms of the strongman syndrome, things have changed for the better. All across Africa courts and unions have tried (most of the time successfully) to block and prevent constitutional changes that would allow the sitting president to run for an additional term (African presidents have therefore been less successful than the Mayor of New York City in this regard!). Afrobarometer surveys suggest that 75% of Africans reject military rule, 73% reject a one-party system, and 79% reject strongman rule.

I would like the President to acknowledge more clearly that Africans have already got the idea that “Africa doesn’t not need strong men, it needs strong institutions.”

J’accuse: the US Army’s Development Delusions

soldiersinIraq.gif A wise economist that I met recently tipped me off that I would find the latest Army field manual interesting reading. He was more than right about that. The 2009 US ARMY STABILITY OPERATIONS FIELD MANUAL (available in a University of Michigan paperback as well as an earlier version online ) is remarkably full of utopian dreams of transforming other societies into oases of prosperity, peace, and democracy through the coordinated use of military force, foreign aid, and expert knowledge.

My usual MO is to ridicule such documents. But my wells of satire are starting to run dry after years of deployment against utopians like Jeffrey Sachs and Paul Collier. More in sorrow than in anger, I see the utopian social engineering craze might affect actions of people with guns. I am sad for Iraqis and Afghans that the U.S. Army is operating in their countries guided by such misguided ideas.

To document a little of what seems utopian, the foreword by Lieutentant General William B. Caldwell IV, Commander, US Army Combined Arms Center, says:

we will …defeat insurgency, assist fragile states, and provide vital humanitarian aid to the suffering. …. to promote participation in government, spur economic development, and address the root causes of conflict among the disenfranchised populations of the world….{with} a comprehensive approach to stability operations that integrates the tools of statecraft with our military forces, international partners, humanitarian organizations, and the private sector.

The Manual, with a foreword by Under Secretary of Defense for Policy Michèle Flournoy, says the US Army will be

leveraging the coercive…force to establish a safe and secure environment; …establish political, legal, social, and ….economic institutions; and help transition responsibility to a legitimate civil authority {my emphasis} operating under the rule of law…. toward long-term developmental activities where military forces support broader efforts in pursuit of national and international objectives.

The definition of a legitmate civil authority is then given:

Respects freedom of religion, conscience, speech, assembly, association, and press. Submits to the will of the people, especially when people vote to change their government. Maintains order within its own borders, protects independent and impartial systems of justice, punishes crime, embraces the rule of law, and resists corruption. Protects the institutions of civil society, including the family, religious communities, voluntary associations, private property, independent businesses, and a market economy.

Even in the most dysfunctional societies (“fragile states”):

national strategy aims to—Promote freedom, justice, and human dignity while working to end tyranny, to promote effective democracies, and to extend prosperity through free trade and wise development policies.

Who is going to do all this? The US Army is going to be assisted by other US government agencies, intergovernmental organizations, nongovernmental organizations, international and region organizations and the private sector, i.e people who have different approaches, different objectives, different incentives, and answer to different bosses, with no credible mechanism for coordination (the Manual suggests a “Civil-Military Operations Center”)

The danger is that, if put into practice, such delusions create excessive ambition, which creates excessive use of military force, which kills real human beings, Afghans and Iraqis.

US Army and Defense Department thinkers – please go back to the drawing board. Think about American values that guide us at home. These values don’t include utopian social engineering, and certainly not by outside armies.

USAID: Don’t Ask, Don’t Tell

USAID says on its web site: “The effective functioning of our constitutional democracy depends upon the participation in public life of a citizenry that is well informed.” USAID also has signed onto an inspirational document signed by all aid agencies around the world promising full disclosure of information. Anything else would be hypocrisy when the aid donors are constantly preaching to poor country governments that they should be “transparent.” Which is why we were wondering: why have we still not gotten an answer to questions on USAID reporting on aid tying we first asked USAID five weeks ago? This was in response to our blog on USAID aid tying information on February 24th. We had been having trouble getting ANY response at all from the USAID press office ever since, despite sending no less than nine polite emails (and one slightly less polite email) and equally numerous voicemail messages their way. Our hopes flickered briefly when the USAID press office left us a voice mail on March 13, promising to get back to us right away. Since then, not a word, more emails from us, and … silence.

Bending over backwards, we thought we’d give them another shot, looking for data on USAID assistance broken down by country and by sector (which we easily got in five minutes with one phone call to the British aid agency DFID – see below).

USAID has a general inquiry line, which is supposed to connect you to a “team of knowledgeable information specialists [who] can point you to the sources that have the information that you need.” Thank goodness, a live person answered the phone. But from there, things went downhill. No one whom we were able to speak with in three hours of phone calls and research on the USAID website seemed to really understand our question, and only after many tries did we reach someone who could make a credible guess about which office to direct our questions to.

At one point we were referred to the Congressional Budget Justification, an 873-page document created to request funds from Congress. At another point, we were told that we would need to gather the data from each country desk separately. This would be difficult, since the data provided on each country webpage does not always seem to be uniform or comparable, and most often just refers you back to the mammoth CBJ. USAID’s random aid numbers are so confusing and so scattered that the USAID staff themselves apparently can’t make sense of them, judging by their inability to answer simple questions.

Is it just intrinsically impossible for aid agencies to be responsive to questions and data requests? A few weeks ago, we happened to be looking for data on how much the UK aid agency DFID spends on the type of aid known as budget support, across several African countries. After a few minutes of trying to manipulate some unwieldy OECD data sets, we clicked over to the DFID website. They also had a public inquiry line listed right on the ‘Contact Us’ page. When we dialed the UK number, a live person answered the phone. This person clearly understood the question, and transferred the call directly to another knowledgeable, live person who also understood exactly what we were looking for. She told us where the data was located on the DFID website, and then actually guided us to it in exactly five mouse clicks. We had clear, user-friendly data and a precise answer to our question in less than five minutes.

(We were tough on DFID on their budget support practices, but we praise them to the skies for opening themselves up to public scrutiny so we could discuss the issue at all.)

Why does this matter? Well USAID was right that “a citizenry that is well informed” is one of the only hopes to hold public agencies accountable, and thus improve the likelihood that USAID dollars actually reach some real poor people.

President Obama has inspired great hope by promising improved US government transparency, but maybe USAID ignores the President as much as they ignore the citizens.

Update: USAID has since emailed us back about our sectoral data request! Unfortunately the analyst at the USAID Knowledge Services Center who responded did not point us to any better data sources than those we had already found in our fruitless three-hour quest the day before. On the bright side, though, the email does vastly improve USAID’s track record on answering emails.
